Description: This position performs a variety of environmental technical duties in support of the Patrick AFB/Cape Canaveral AFS fence-to-fence (Patrick F2F) environmental compliance services project. Project involves a variety of services including hazardous waste/material management, emergency planning and community right-to-know (EPCRA), air quality, sampling, testing, analysis and monitoring, wastewater, stormwater compliance, drinking water, and storage tank compliance, solid waste management, environmental management systems (EMS) support, NEPA, TSCA, spill response/emergency support, pest management, and natural resources management. In addition to Patrick AFB and Cape Canaveral AFS, the project involves limited environmental compliance services at three geographically separated units, including Malabar Transmitter Annex (MTA), Jonathan Dickinson Missile Tracking Annex (JDMTA), and the Avon Park AFR.
Primary responsibilities include:
- Oversee the Patrick F2F sampling program to include:
- A complete understanding of the Patrick F2F PWS as it relates to sampling and each program which uses the sampling data. These programs include water resources, solid waste, hazardous waste, and air .
- Conduct all work with a focus on safety and quality.
- Maintain equipment inventory to ensure staff has adequate materials to perform all require tasks.
- Schedule and coordinate compliance monitoring activities. Maintain sampling calendar.
- Coordinate with subcontract labs to ensure staff has all materials needed to accomplish sampling tasks.
- Review lab reports to validate data and coordinate questions with subcontract lab.
- Develop compliance monitoring reports based on the validated laboratory reports.
- Analyze data to identify trends and potential compliance issues.
- Report status of sampling program to Patrick F2F project manager and identify support needed to improve the work product.
- Oversee Sampling Technician's schedule and performance including training requirements and work quality. Provide leadership and direction to facilitate production.
- Maintain environmental sampling and analysis plan (ESAM) document and update as needed.
- Ensure sampling and analysis is in accordance with USEPA regulations, USEPA Solid Waste Manual SW-846, and State of Florida regulations, Standard Operating Procedures, and quality assurance standards.
Media include groundwater, controlled waste, soil, treatment plant effluent, and stormwater to demonstrate compliance with requirements pertaining to RCRA, solid waste, sanitary waste, industrial waste, and/or storm water runoff in support of ongoing permit compliance.
Other duties assigned include:
- Proficient in Microsoft Office specifically Word, Excel and Outlook
- Ability to understand and evaluate data.
- Draft routine memos, billing, or other reports
- Edit company correspondence and ensure document accuracy
- Work with engineers, scientists, and field personnel
- Assist corporate with information and data requests
- Prepare data and attend/support meetings with clients

Qualifications include:
*Bachelor's Degree in chemistry, Engineering or Environmental related studies and 3-5 years' experience.
*Three (3) years of experience in environmental sampling, analysis and monitoring and/or other related environmental compliance services.
*Strong organizational skills are required.
*Good communication skills (written, oral) are required.

- Must be able to lift and carry up to 40 pounds.
