Municipalities Representative III--Business Analyst (Vendor Management)
The Municipalities Representative role will be responsible for supporting the Direct Express Program Manager in vendor oversight for the daily operations as well as ensuring compliance with legal & regulatory requirements applicable to the Direct Express program. This role will need to understand and assess the compliance risk associated with activities performed by the third-party suppliers on behalf of Comerica on an ongoing basis. This role will have direct contract with the vendors supporting the Direct Express program.
Position Competencies
Successful incumbents possess strong analytical skills, familiarity with Regulation E and can learn and use multiple vendor customer service systems.
Position Responsibilities:
- Coordinate project administration plans and objectives with the United States Treasury, Bureau of the Fiscal Service in alignment with the Financial Agency Agreement.
- Analyze data of all types using Excel and other similar analytic tools to inform project actions with the Bureau of the Fiscal Service, vendor management related to meeting consumer compliance objectives, and meeting cardholder experience quality objectives.
- Prepare and present PowerPoint presentations internally and externally to the Fiscal Service and Agencies such as the Social Security Administration and Veterans Administration.
- Coordinate project administration with other internal areas within Comerica including but not limited to: Commercial Bank, Retail Banking, Legal, Compliance, and Service Company.
- Meet internal compliance and regulatory reporting requirements.
- Develop and manage strong relationships with Comerica Quality Process, Corporate Compliance, Corporate Legal and Direct Express vendors.
- Possess or develop a working knowledge and understanding of consumer regulations especially the Prepaid Rule and apply them in review of consumer complaints.
- Assist with third party risk assessments and ensure all contractual reporting requirements are met.
- Prepare & submit monthly reporting package to the Fiscal Service as required contractually.
Position Qualifications
- Bachelor's degree from an accredited university or 5 years of experience solving complex customer issues
- 4 years of experience working with customers or vendors on strategic or tactical customer initiatives
- 4 years of experience working with investigative techniques and methods as in an auditing or compliance role
- 4 years of experience working with the application of policies and procedures to retail customer activities
