Summary
This position is responsible for Operations and Maintenance of the Ludington Pump Storage (LPS) Plant (including administrating the co-owner agreement with 49% owner DTE) and the conventional River Hydros. Position includes all regulatory and compliance responsibilities to meet the requirements of the State of Michigan Environmental requirements and the FERC licenses (co-licensee of LPS with DTE). This position reports to the VP of Gen Ops and Compression.
Duties and Responsibilities
- Lead the organization safety focus and behaviors to drive a culture that consistently achieves zero recordable and non-recordable safety incidents
- Sponsor support of the metrics specific to the River Hydros and ROR metric for LPS
- Direct compliance with FERC Hydro licenses for LPS and the River Hydros
- Lead development and review of an annual average of more than 400 agency compliance filings for asset operations and dam safety
- Direct the operating organization of existing Hydro/LPS Generation assets including major modifications/upgrades
- Direct the organization of existing Hydro/LPS Generation Capital and O&M financial planning for a 10-year cycle to include initiation of Relicensing Activities of facilities scheduled for that activity in 2034
- Direct succession, development and training of a current staff of employees, including new hires in all employee classifications
- Oversight of budgets and changelog process
- Direct sponsorship and operating implementation of significant capital investment in Hydro generating assets
- $800 million at LPS for unit upgrades, increased budget of approximately $30 million/year for conventional River Hydros
Requirements
- 10+ years' experience in an operating leadership position in a Generating Plant
- Bachelor of Science in an Engineering, Technology, or Science discipline; or equivalent combination of education and experience
- Training in Utility regulation, economics and process
- Knowledge of complex regulatory process and requirements, including FERC, NERC, MDEQ, MDNR, and other State and Federal regulatory requirements and operating requirements
- Knowledge of risk-based decision-making resulting from risk analysis and risk-based evaluation processes (such as 4 quadrant probability-consequence models)
- Knowledge of safety culture attributes and use of safety culture tools
- Knowledge of Lean methods and the ability to drive employees to incorporate methods as part of everyday work
- Experience developing O&M and capital budgets in complex accounting system including use of the FERC system of accounts and co-owner credit basis systems
Working Conditions
All locations, including indoor, outdoor in all weather, working at heights, hazardous work locations in Plants and on the water in vessels
Field operations outdoors and adjacent to, or on water, Corporate offices, generating plants, and at generating assets owned by others on land under lease by Consumers Energy.
