The incumbent in this position performs as a financial analyst with the Department of Health and Human Services, Division of HIV and STD Programs, Financial Reporting and Analysis Unit. This position is responsible for subrecipient monitoring and compliance, analyzing financial information, and completion of subrecipient monitoring reports for the Division. Duties and Responsibilities:•Review and monitor financial data supporting federal and state regulations, requirements and reporting by providing a systematic review, interpretation and/or evaluation of budgets, trends and or other financial data for approximately $65 million dollars in funding received from the federal Ryan White program in the Health Resources and Administration (HRSA) and the HIV and STD Programs in the Centers for Disease Control (CDC).•Perform financial desk reviews on funded agencies as assigned, prepare fiscal monitoring reports and Corrective Action Plans (CAPs), and provide subsequent follow up actions, including technical assistance, as appropriate. Monitor execution to ensure funding is utilized consistent with specified allowable use and grant policies outlined in grant agreements.•Develop a formal monitoring plan annually in collaboration with the Financial Reporting and Analysis Unit Manager for financial oversight of funded agencies. Carry out actions identified in the plan.•Develop and maintain SOP's for financial monitoring that reflect current procedures.•Develop systems and processes to limit program liabilities and provide proper audits to identify risk.•Analyze ongoing program operations and recommend modifications to policy and process as it relates to subrecipient monitoring.•Assist in the review of Financial Status Reports (FSRs) submitted by HIV and STD grantees. Request information as appropriate to verify allowability of expenditures.•Assist the Grants and Contracts Unit with review of agency budgets and work with agency to resolve any issues related to unallowable costs outlined in the budget.•Prepare reports and documents for federal site visits, and/or state and federal audits.•Participate in maintaining an efficient financial management system, particularly in the area of subrecipient monitoring.•Develop and maintain skills to complete job duties, contribute to DHSP activities including participation in required committees, confidentiality and security trainings, and other trainings as required.•Attend monthly budget meetings with division staff to collaboratively address financial issues and outcomes, and report progress on carrying out activities in the Financial Monitoring Plan.•Assist in annual completion of the risk assessment and use this information to ensure monitoring efforts coincide with the risk level of each agency.•Support funded agencies with required financial reporting, audit compliance, and resolution.•Maintain copies of reports for compliance and audit purposes.•Other duties as assigned.Qualifications/Requirements:Education: Possession of a bachelor's degree in any major with at least 24 semester (36 term) credits in one or a combination of the following: accounting, finance, or economics.Experience: No specific type or amount is required. Prefer candidates with 2-4 years' experience providing systematic review, analysis, interpretation, and/or evaluation of budgets, or other financial data.Important Skills and Characteristics:•Must have extensive experience in the use of Microsoft Office, particularly Excel, Outlook, Word, and SharePoint.•Must have the ability to communicate well verbally and in writing with both technical and non-technical clients to effectively compile, monitor and report financial information.•Must be analytically and technologically inclined to perform the duties of this job.•Must have the ability to plan, organize and expedite projects on short timelines.•Experience in general accounting functions, Generally Accepted Accounting Principles (GAAP), and deciphering standard financial documents, like General Ledgers, submitted by agencies.•Experience using EGrAMS and SIGMA is preferred but not required.•Experience in the financial monitoring of sub-recipients who receive federal grant funds for public health programs is preferred but not required.Work Environment and Physical Requirements: Located in Lansing in a standard office environment. Viewing a CRT or VDT screen 25% to 75% of the time. Occasional physical effort, including lifting materials and equipment up to 50 pounds.
