Job Description
GS Engineering, a diverse, high tech company located in Michigan’s Upper Peninsula, seeks a Contracts & Compliance Manager to join their Management Team in Houghton, Michigan.
The ideal candidate is detailed with a compliance mindset. This position focuses on compliance initiatives relating to regulatory developments, intellectual property and data rights, contracting and project management, product and service subcontracts and procurement, cooperative and confidentiality agreements, and identifies potential risks at the client and project levels.
COMPENSATION/BENEFITS. Starting salary of $80,000 – $95,000 annually based on knowledge and experience in addition to a comprehensive benefit package including health, dental, vision, health savings account, 401K retirement plan, Employee Stock Ownership Program, cell phone allowance, tuition reimbursement, life and disability insurance, paid holidays and vacation days.
RESPONSIBILITIES.
Oversee development, implementation, revision and workforce awareness of policies/procedures related to contracts, compliance and legal matters:
Maintain record of all applicable local, state, federal and industry specific regulations, directives and guidelines for the company; monitors updates to compliance requirements and leads implementation of related changes with the Management Team;
Provide strategic advice on compliance rules, legal contract language and areas where the company may be vulnerable; includes FAR, DFARS, and Export Compliance regulations;
Prepare contract related templates including those for solicitations, contracts, consulting agreements, partnerships, non-disclosures, terms and conditions, and purchase orders;
Maintain company-wide compliance awareness training program and resource library including whistleblower, fraud, waste/abuse and other compliance issues, with refresher training on pertinent topics at appropriate intervals; serves as a point of contact for employee compliance concerns.
Ensure highest levels of compliance are maintained throughout the project lifecycle, from initial client request to close-out:
Review solicitations for contractual and cost issues; makes recommendations during proposal preparation to assist with risk mitigation; assists with contract negotiations;
Review contracts, terms, conditions and agreements to ensure adherence to regulations and that corporate, programmatic, compliance and financial interests are considered/properly represented;
Perform random compliance audits and regular project reviews on high-risk/complex and Government/aerospace projects for conformance to contract terms and conditions;
Provide support for risk management across all project phases; consult on data rights and intellectual property assertions, and possession/handling of client property.
Supports Senior Leadership with surveillance audits conducted by Government and industry audit agencies; monitor compliance issues for investigation and resolution; maintain record-keeping system.
Participates in the support and continual improvement of company Quality Management System and ITAR/EAR compliance regiment.
MINIMUM AND PREFERRED QUALIFICATIONS.
Bachelor’s degree in Business, Operations, or related field required, or equivalent combination of experience, education, and training that provides the required knowledge, skills and abilities to be successful in this position; Master’s degree and/or Compliance/Auditing certifications preferred.
Minimum of 7 years’ experience in regulatory compliance and/or contract administration required.
Government contracts and auditing experience preferred.
Knowledge/experience with project management preferred.
Strong management and organizational skills required.
Effective written and verbal communication skills with ability to maintain discretion and confidentiality.
To conform to U.S. Government regulations, candidates must be United States citizens or lawful permanent residents of the United States and be able to obtain a security clearance from the Department of Defense upon hire.
