Job Summary
Provides leadership, direction and management for the operating and maintenance shifts and efforts of the support groups in the plant. Ensures the safe, environmentally compliant, reliable and efficient operation of the energy center. Commands full authority over all shift operations and maintenance activities. Oversees plant equipment and/or systems, assigns work priorities, identifies and solves problems, and ensures adherence to all environmental regulations, legal requirements and plant directives. Serves as a working supervisor as needed and provides direct supervision of the operating and maintenance shifts and coordinates the efforts of support groups. Span of control: 2 jobs and 3-4 individuals.
Key Accountabilities
- Provides comprehensive management oversight for all plant activities to ensure safe and efficient operation and meet all organizational, legal and environmental requirements under all operating conditions
- Communicates the operational status of the generating assets to all levels of the organization
- Provides major interface with internal and external customers and entities as needed
- Responds to all state, federal and local authorities (e.g., Environmental Protection Agency (EPA), Michigan Occupational Safety and Health Administration (MIOSHA) for environmental or safety issues or violations, etc.)
- Acts as the Plant Emergency Coordinator and maintains qualified status to act as the Incident Commander and Incipient Fire Brigade Commander
- Maintains thorough knowledge of Combined Cycle technology, operation of the trains, and how to perform required maintenance
- Manages costs within approved budget and continuously strives for additional effectiveness and methods to maximize value added, including effective and efficient operation of plant systems, work prioritization, and start up and shut down of plant equipment
- Manages site flexibilities, through controlling AGC ramp rates, sliding pressures, heat rate, combustion air density, back pressure operations, steam blending and steam bypass operations
- Identifies problems and provides input for solutions through examining and analyzing information in accordance with existing principles and practices, including making the final decision with primary control over the results
- Ensures administration, staffing, training, and development of staff, including maintaining knowledge and consistency in administering the collective bargaining agreement and applying positive discipline standards
- Leads or assists in the development and maintenance of the operations training programs, including ensures operations staff are trained for both site specific and organizational compliance
- Administers and ensures compliance with the Personnel Protection Procedures and provides leadership and counseling for the training, auditing, and error review processes associated
- Maintains expert knowledge of all the energy center equipment and systems, equipment performance, testing, risk management and outage management
Minimum Education & Experience Requirements
This is a dual-track base requirement job; education and experience requirements can be satisfied through one of the following two options:
- High school diploma or GED and 10 years of technician experience in an industrial or power plant environment, inclusive of 2 years of experience as an Assistant Shift Supervisor or 5 years as a Supervising Operator; or
- Bachelor’s degree in electrical, chemical, industrial or mechanical engineering and 6 years of relevant power plant or industrial equipment-related experience
- 2 years of formal supervisory experience with direct reports
- Obtains a DTE Basic Electrical Certificate within 18 months
- Acceptable score on the Edison Electric Institute - Plant Operator Selection System (EEI POSS) and all pre-hire assessment tests
Other Qualifications
Preferred:
- Experience leading in a represented environment
- City of Detroit First Class Stationary Engineers License
- Combined Cycle power plant experience
Other Requirements:
- Ability to work rotational shifts, which includes operating shifts on days, nights, holidays, and weekends and a 5th shift for training and maintenance
- Ability to effectively manage change and develop consensus among divergent viewpoints
- Interpersonal skills to effectively communicate with team members
- Extensive computer skills and knowledge of the control systems
- Working knowledge of maintenance on electrical equipment, measuring devices, mechanical equipment, non-precision tools/instruments, chemical systems, distributed control systems and other balance of plant energy center equipment
- Advanced knowledge of blueprints, drawings, schematics, and all electrical systems up through 345kV
- Supervises maintenance activities and performs maintenance activities as needed
- Supervises energy center and operates systems and equipment as needed
- Obtains and maintains expert knowledge in the control room and plant operations
- Certified to perform CPR and first aid
