Purpose: This position reports to the Operations Monitoring Unit Manager within the Division of HIV and STD Programs (DHSP). The incumbent in this position performs as a financial analyst with the Department of Health and Human Services, HIV and STD Programs Operations Monitoring Unit. This position is responsible for compiling and analyzing financial and budget information for the Division.
Duties and Responsibilities:
- Review and monitor financial data supporting federal and state regulations, requirements and reporting by providing a systematic review, interpretation and/or evaluation of budgets, trends and/or other financial data for approximately $65 million dollars in funding received from the federal Ryan White program in the Health Resources and Administration (HRSA) and the HIV and STD Programs in the Centers for Disease Control (CDC).
- Assist with performing financial desk reviews on funded agencies as assigned, prepare fiscal monitoring reports and Corrective Action Plans (CAPs), and provide subsequent follow up actions, including technical assistance, with approval and as appropriate.
- Develop a formal monitoring plan in collaboration with the Operations Monitoring Unit Manager for financial oversight of funded agencies. Carry out actions identified in the plan.
- Develop and maintain SOP's for financial monitoring that reflect current procedures.
- Develop systems and processes to limit program liabilities and provide proper audits to identify risk.
- Analyze ongoing program operations and recommend modifications to policy and process.
- Assist in the review of Financial Status Reports (FSRs) submitted by HIV and STD grantees. Request information as appropriate to verify allowability of expenditures.
- Assist with budget development and revisions as requested.
- Prepare reports and documents for federal site visits, and/or state and federal audits.
- Participate in maintaining an efficient financial management system.
- Develop and maintain skills to complete job duties, contribute to DHSP activities including participation in required committees, confidentiality and security trainings, and other trainings as required.
- Assist in preparing for and conducting monthly budget meetings with division staff.
- Assist in maintaining accurate documentation and monitoring related to staffing resource allocations and financial coding. Follow up to resolve issues.
- Maintain copies of reports for compliance and audit purposes.
- Other duties as assigned.
Qualifications/Requirements:
Education: Possession of a bachelor's degree in any major with at least 24 semester (36 term) credits in one or a combination of the following: accounting, finance, or economics.
Experience: No specific amount is required. Prefer candidates that have 2+ years' experience post degree providing a systematic review, analysis, interpretation, and/or evaluation of budgets, mortgages, loans, or other financial data.
Important Skills and Characteristics:
- Must have extensive experience in the use of industry-wide database languages such as Microsoft Access and Excel, SQL and SharePoint.
- Must have the ability to communicate well verbally and in writing with both technical and non-technical clients to effectively compile, monitor and report financial information.
- Must have the ability to plan, organize and expedite projects on short timelines.
- Experience using EGrAMS and SIGMA is preferred but not required.
Work Environment and Physical Requirements: Located in Lansing in a standard office environment. Viewing a CRT or VDT screen 25% to 75% of the time. Occasional physical effort, including lifting materials and equipment up to 50 pounds. Valid vehicle operator's license to attend off-site meetings, conferences and trainings.
