Title: Public Health Educator - Environmental Exposures

Purpose: This position is a Public Health Educator in the Environmental Assessment & ATSDR Unit. The individual in this position will serve as the Community Engagement Expert who consults with the ATSDR Unit toxicologists and unit manager to independently assess the needs of the affected community. Community engagement services primarily require working with residents and local health departments to provide logistical support to implement public health action plans at sites, homes, or in communities including during emergency and time-critical responses.
Duties and Responsibilities:
•Participate in internal planning meetings with Unit Manager and toxicologist regarding community engagement efforts, including funding distribution for emergency relocations; serving as a trusted and reliable information conduit for affected residents and local officials; and coordinating information exchanges between on-the-ground response teams.
•Be a technical resource to community engagement staff and engage with staff in problem solving.
•Participate at public meetings and community events to provide oversight, as needed.
•Provide technical support in by developing protocols, evaluation plans, and documents for the community.
•Seek input and build consensus around community engagement processes with DHHS management and representatives of local public health leadership, including the allocation and distribution of emergency relocation funds, implementing the necessary controls for auditing purposes, and to identify and track dispersion of information for myriad localized responses occurring statewide at sites of contamination.
•Develop and maintain written guidance for the Unit describing community engagement processes and ensuring relevant information is collected for auditing purposes.
•Provide training on implementing community engagement processes to local health officials and partnering non-profits.
•Provide assistance in the development and preparation of programs and educational materials to ensure the local responders are aware of MDHHS resources, including health effects of contamination, pathways of exposure, and provides concise talking points so they can effectively and knowledgably engage with the residents affected by contamination.
•Determine information and data that needs to be tracked and recorded in relation to community engagement activities.
•Interpret and implement existing Department rules and policies.
•Develop and implement necessary processes, structure, and oversight for emergency relocation events to ensure the necessary information and data are entered on a timely basis.
•Oversee preparation and reviews for accuracy a semi-annual progress report for the Unit manager.
•Proposes evaluation metrics for community engagement activities and implements approved proposals.
•Attend and present at the Michigan Environmental Health Association (MEHA) or similar state conference that is well attended by local environmental public health staff.
•Attend meetings, as invited, by local environmental public health staff.
•Build awareness about the environmental public health resources that are available to local environmental public health staff.
•Participates in web-based meetings and with community engagement stakeholders as deemed necessary.
•Provides support, as requested, to maintaining the ATSDR Cooperative Agreement Partnership.
•Seek out MDHHS or State policy and procedures that affect community engagement actions and provide recommendations for implementation for the Section, as needed.
•Attend workshops, trainings, and conferences related to community engagement practices, as approved and as funding allows, to identify best practices and potential process improvements.
•Identify means of collaboration and research other state and local initiatives to ensure Michigan remains competitive in receipt of federal funds.
•Completes any training required by MDHHS.
•Position may be called upon to assist with other Division or Bureau community outreach activities on an as-needed basis, or on other duties as assigned.
Qualifications/Requirements:
Education: Possession of a master's degree in public health, health communication, health policy or another related public health related field is required. Alternately, candidates with a master's degree in business administration with a health care concentration will be considered.
Experience: Two or more years of professional, post-master's experience as a consultant in a field of public health.
