Job Description
Job Corps' mission is to assist eligible youth to connect to the labor force by providing comprehensive and integrated academic, career technical, workforce preparation and independent living skills and support services leading to: Successful careers in in-demand industry sectors or occupations or the Armed Services that will result in economic self-sufficiency and opportunities for advancement; Enrollment in postsecondary education, including an apprenticeship program leading to long-term attachment to the labor force; and Responsible citizenship.
Summary of Duties:
Responsible for the legally compliant administration of the Center's Human Resources Department, including employee relations and training and development.
Description of Duties:
Key Areas of Responsibilities:
•Responsible for the management of the department: Oversees staff members assigned to this department. Ensures staff members have adequate training to complete key areas of responsibilities. Provides documented training to staff. Cross-trains department employees. Coordinates staff meetings. Ensures that all staff participates in CMT. Develops and implements Standard Operating Procedures. Ensures department is compliant with all safety standards and expectations to include proper workmen's compensation reporting. Ensures department is in compliance with all DOL, Corporate and Center requirements, as well as state and federal labor laws.
•Conducts recruitment efforts for all personnel: Posts vacancies per DOL, Corporate and Center regulations. Ensures staffing levels match the current approved organizational chart. Screens applications to ensure applicants meet minimal DOL, Corporate and Center requirements and/or acquires the appropriate waivers.
•Acts as Employment Equal Opportunity Officer Coordinator: Acts as an example to the rest of staff. Investigates any discrimination charges. Liaises with legal counsel when necessary. Attends any hearings or court as required. Attends any unemployment hearings as required.
•Administers salary program: Ensures compensation of employees are within labor grades. Provides accurate salary reports. Updates database with salary adjustments.
•Coordinates performance appraisal program. Provides directors, managers, supervisor, and coordinators with clear guidelines and instructions for completing performance appraisals. Offers assistance as needed. Ensures appraisal program is administered efficiently and in a timely manner.
•Coordinates training program. Ensures all DOL, Corporate and Center training is completed. Makes analyses and determines additional training needs.
•Monitors budget and related areas for assigned department and maintains spending limits as applicable: Ensures equipment assigned to the department is properly accounted for and maintained in good condition. Tracks spending of staff each month. Provides feedback for over/under spending. Notifies the Center Director of repairs/costs above routine expenditures.
•Develops Others: Establishes high level of mutual trust and support with others. Protects confidentiality of all staff. Expresses positive expectations of others, even in difficult situations. Creates a learning atmosphere. Reassures and encourages performance improvement. Provides timely coaching. Identifies successes and areas of improvement. Delegates tasks or responsibilities for the purpose of developing others' abilities. Rewards good performance and promotes employee recognition. Ensures that departmental staff completes all DOL, Corporate and Center training as required, and demonstrates competencies accordingly.
•Displays management effectiveness: Builds pride and commitment though effective teamwork and collaboration. Adheres to established company policies and procedures, and supports all programs. Delivers timely coaching and conducts employee evaluations when scheduled. Makes effective use of time, materials and resources by planning, scheduling and organizing work. Communicates in an open and honest manner. Sets appropriate performance goals for staff.
•Demonstrates excellent decision-making and problem-solving skills: Hires and promotes employees based on sound decision-making ability. Improves processes within department, emphasizing quality and efficiency. Anticipates and resolves problems, demonstrating good judgment. Provides leadership in developing and implementing solutions.
•Supports the CDSS initiatives: Develops and implements a productive Work-based Learning program to include the development of students' employability and social skills. Explores innovative ways to incorporate human resources into the students' academic, CTT and leisure time learning. Must be responsive to students' conduct, abilities and needs. Participates on a SGA committee.
Required Skills
Education and Experience
Bachelor's Degree in related field and four years of relevant experience. PHR or SPHR preferred.
Certifications, Licenses, Registrations
Valid state driver's license;
