The ideal person is a hands-on, technically proficient team player who can lead, define, and deliver innovative solutions for new and existing products.
The Technical Delivery Manager is responsible for the planning and execution activities throughout the project lifecycle, including gathering and prioritizing project requirements, effectively performing agile software development activities, managing and influencing stakeholders via technical expertise, and providing project support.
This person’s technical background will be crucial to their success in this role.
This position involves development and implementation of the company’s internal and member facing applications, as well as the data that drives them.
Responsibilities:
Work with internal project stakeholders to translate business needs into requirements, drive consensus, including developing success metrics
Work closely and collaboratively with our Member Billing and Enrollment team, Salesforce System Integrator and subject matter experts within various IT functions (i.e. Solution Architecture, System Integration, Data Movement, Security, Infrastructure & Operations, Application Architecture, Testing Office, and others)
Work with business subject matter experts and leverage a broad range of sources to understand and translate strategy into user stories
Work with designers, developers (both locally and remotely) and subject matter experts to ensure user stories and technical requests are well scoped, designed and built to specification
Establish project sprint schedules in close collaboration with the development team and in accordance with company standards
Interface with third-party vendors and manage close partnerships with them
Plan sprints in an agile software development environment leveraging SAAS
Groom the product backlog, facilitate the intake process and prioritize stories for upcoming sprints
QUALIFICATIONS:
Top 3 Required Skills/Experience:
Proven experience successfully serving as a Technical Program Delivery Lead - 7 Years
Proven experience successfully leading large, cross functional teams of diverse resources - 7 Years
Proven experience collaborating at the Director and VP level - 4 Years
Required Experience:
Technical program leadership delivering large, complex, cloud-based initiatives, end to end
Experience with data warehouse and/or business intelligence implementations, and work queues
Exposure to data encryption approaches and techniques
Experience implementing Salesforce modules, preferably Commerce Cloud with integrations to Service Cloud, Marketing Cloud and Communities
Experience with API development, preferably MuleSoft
Required Skills:
Must possess a take-charge approach and desire to remove project road blocks, resolve issues and mitigate risks in a timely manner
Demonstrated leadership skills with hands-on management of project execution. Able to achieve forward progress and maintain momentum in a complex project environment
Strong analytical and decision-making abilities. Able to review financial and schedule forecasts to identify potential issues and opportunities
Strong verbal, written and presentation communication skills with ability to deliver complex messages and teach new concepts. Ability to work across various levels of the organization - from team discussions to executive level presentations.
Persistent at resolving issues, yet perceptive to know when to yield
Excellent organizational skills including use of meeting agendas, minutes and other structured project management documentation.
Previous experience in a Scrum Master and/or Product Owner role for at least one year with a project delivery team(s)
Expertise in facilitating standard Agile functions and ceremonies required including but not limited to: Scrum Planning, Story Mapping, Release Planning, Sprint Planning, Daily Stand Up, Backlog Grooming, Sizing/Agile Estimating, Review/Demo, Retrospective
Possess thorough knowledge of PMI standards and terminology (including PMBOK)
Successful record of Project Work Plan (resource, cost, and time) management
Preferred Skills/Experience – Optional but preferred skills/experience. Include:
Knowledge across multiple Agile frameworks (Scrum, XP, Kanban, etc.)
Applicable knowledge of the technologies used by the team
Previous experience as a collaborative leader
Healthcare experience
Experience with MS Project and JIRA tool or equivalents
Education/Certifications – Include:
Bachelor’s degree required. Master’s degree preferred.
PMP certification preferred
Certified Scrum Master (CSM), Certified Scrum Product Owner (CSPO) or Certified Scrum Professional (CSP) or equivalent preferred
