Position Title: Sr. Labor Relations Specialist
General Summary: Under the direction of the Director, Labor Relations, the Senior Labor Relations Specialist is responsible for promoting a healthy labor-management relations; develops and administers the organization's labor relation policies, including disciplinary actions, grievance and dispute management, and collective bargaining negotiations, with guidance and approval from the LR Director and/or senior HR leadership.
Essential Duties:
1.Interpret and ensure compliance with collective bargaining agreements. Provide guidance and training for managers regarding labor relations issues. Services as a resource to human resources staff on labor relation and contract interpretation issues.
2.Maintains formal and informal channels of upward communication, encourages the expression of new ideas, suggestions, and complaints. Reviews them for appropriateness and further action.
3.Confers with and advises others on administrative policies and procedures, technical problems, priorities, and methods. Administers grievance procedures including mediation and arbitrations, and assists in all levels of management on labor matters.
4.Counsels department and HR leaders on first step grievance responses. Conducts fourth step grievance meetings at community sites and prepares written response for Union.
5.Gathers data, investigates and interviews managers, when necessary, to prepare recommended/appropriate federal mediation and/or grievance responses. Conducts employee misconduct internal investigations and provides summary of recommendations. Investigates validity of issues. Develops and implements solutions.
6.Develops and implements solutions and maintains a grievance tracking system. Responsively reacts to day to day issues/problems to resolve in a manner consistent with established policies and practices and the collective bargaining agreement.
7.Responsible for relationship management with the union and non-unionized personnel. Keeps abreast of developing issues and advises HR leaders of findings. Develops and implements solutions. Monitors labor/employee relations practices, trends, and issues to avoid/minimize further unionization of workforce.
8.Conducts ongoing analysis of policies and procedures to assure compliance with labor agreements. Recommends policy changes as appropriate.
9.Assists in conducting formal and informal labor/management meetings. Serves as member of negotiating team and employee committees, as appropriate.
Standard Qualifications
* Bachelor's Degree in a relevant field of study such as Human Resource management, organizational psychology, or business administration. Master's Degree preferred
* Minimum of five to seven years Human Resource experience in a law firm or in a unionized environment handling grievances and negotiating collective bargaining agreements.
* Ability to interact positively with all levels of the organization is essential. Exercises initiative and handles multiple responsibilities concurrently. Must have sound judgement in problem-solving and decision-making techniques.
* Excellent organizational skills, verbal and written communication skills, attention to detail, conflict resolution, negotiation and/or mediation skills, computer literacy
