Department Summary
The Enterprise Project Management Office (EPMO) Governance Lead position is a key position within Enterprise Project Management (EPM) that provides project management governance expertise to large and small capital projects. This position will be responsible for leading project managers and subject matter experts (SMEs) through successful execution of projects through the Project Lifecycle Management process. This position will also manage a group of augmented-staff employees and will report to the EPMO Director.
Job Responsibilities
The EPMO Governance Lead is responsible for providing direction and governance for the EPM Project Life Cycle (PLP) execution as well as establishing the governance interfaces for information-technology tools for projects managed within the EPM organization. This position is directly responsible for the guidance and evaluation of Project Management professionals and SME resources in the application and compliance of the PLP process.
The Governance Lead ensures that all projects under the EPM organization comply with the EPMO PLP framework and conducts governance through audits, peer reviews, and project gate reviews. These projects involve large capital investments for reliability improvements or infrastructure modernization totaling up to $1.2 billion annually.
This position is considered the subject matter expert (SME) for the Project Lifecycle Process and has the review and audit responsibility for all project compliance to applicable standards and policies.
This position will also be responsible for the interface of project governance to the project management information system (PMIS) tools, which supports project tracking, reporting, and analysis as well as all change management and training plans related to the Project Lifecycle Process for the EPM and supporting organizations.
Job Requirements/Qualifications
•Skilled at understanding best practices for Project Life Cycle processes and governance in order to provide the appropriate project controls and visibility
•Must be an expert in analyzing project documentation and data to determine health of a project
•Must be a demonstrated expert in project management and have Project Management Professional (PMP) certification from the Project Management Institute (PMI) to be able to assess many project types and provide project management guidance appropriate to the type and size of the project.
•Demonstrated experience and credibility managing large projects through stage gate and life cycle management process.
•Demonstrate the ability to establish strong rapport and credibility with project managers, subject matter experts and other matrixed organization team members
•Strong communication and collaboration skills with a demonstrated history of process collaboration and understanding of project management tools and controls for managing large projects.
•Experience identifying project risks utilizing project life cycle process documentation for projects managed by various skill levels of project managers.
Ability to demonstrate the following qualifications and characteristics: strong written and verbal communication skills; strong presentation skills with the ability to communicate effectively vertically within the organization and horizontally across the internal departments and external stakeholders; basic or advanced computer skills with proficiency in, as a minimum, Microsoft Office products; willingness and ability to accept and adapt to change such as frequently changing priorities, a variety of job assignments, and a willingness to relocate for development or job advancement; willingness and ability to work as a team member with all work groups; willingness and ability to work nights and weekends as needed; willingness and ability to work overtime as needed.
Education Qualifications
•Bachelor of Science degree in Engineering, Computer Science, Construction Management, Business Administration, or equivalent from an accredited college or university. A Masters in Business Administration (MBA) or Management (MM) degree preferred. Twelve (12) years of experience in project-management or related discipline preferred at a firm that utilizes project management methodologies.
