MAJOR DUTIES Assigned as the Project Scheduler at the Soo Area Office.
In this capacity, the incumbent serves as a special advisor to the Resident Engineer, implementing and maintaining Primavera P6 schedules for the major construction projects.
The position is responsible for applying a thorough understanding of the many aspects of project management, contract administration, time, impact analyses, and other functions necessary for assessing and implementing the full and efficient application of construction schedules utilizing Primavera P6.
Works with Resident and Project Engineers to ensure that all project schedules are technically and logically correct to administer the work. Requires expert knowledge of scheduling techniques and Primavera P6. Ensures all policies and procedures are utilized when reviewing contractor schedules. Responsible for schedule review and evaluation of durations, logic, and overall schedule structure to determine schedule maturity and identify potential issues that may impact project completion for all assigned construction projects. Estimates and reports on expected time of completion of project and interim-milestones and prepares concise reports thereof for project execution, monitoring and progress reporting.
Provides training in schedule review/analysis to Project. Development Team (PDT) members and makes available written instructions and reference materials.
Performs Critical Path analysis of the construction contractor’s project schedule. Understands optional scenario drills and the impact of work around plans to near-term and long-range program objectives. Utilizes schedule information to identify risk activities and candidates for risk mitigation actions. Communicates opportunities for improvement and makes suggestions for alternative courses of action to reduce schedule risk. Validates and verifies schedule logic enabling the schedule to portray accurate status. Confirms directed dates or constraint dates do not mask the Critical Path. Ensures estimated completion range for targeted activities based on early start, early finish, late start, and late finish dates are calculated factually.
KNOWLEDGE REQUIRED BY. THE POSITION
Knowledge of agency Construction Management standards, policies, and network analysis, system approaches. Knowledge of subject-matter, work processes, and terminology in the assigned area and familiarity with precedents and alternative approaches functioning in comparable organizations with similar missions; all the-foregoing to advise on the merits of and to plan and carry out techniques and methods to implement and sustain the P6 schedule of structure and scheduling processes involved in, utilizing Primavera P6 as it relates to successful project completion as to recognize probable conflicts. P6 is a systematic method for allocating time, money, and manpower resources at a work task level through a series of computer programs or system, for effective project management of those resources for the accomplishment of the Corps mission.
Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of the Primavera P6 network analysis schedule.
