Position Description:
Supply Chain Management - General Procurement Buyer
Description of Position
- Responsible for managing all affairs relative to the position of a Production Procurement Buyer
- Analysis of Oracle system material needs including issuance of Material Requisitions.
- Solicitation of bids from competitive sources including analysis of the returned proposals & offers.
- Proposal negotiation relative to bid offers.
- Purchase order preparation, placement and continued administration/monitoring to assure supplier performance standards are met, inclusive of contractual terms & conditions.
- Serve as focal point on issues between the supplier & interfacing GDLS functional/program departments.
- Conduct and participate in purchase order audits
- Participate in company continuous improvement programs.
Responsible to administer all affairs between GDLS and major subcontractors for various types of subcontracts, including both fixed price and cost reimbursement. Duties include:
- Solicitation and Preparation of Request for Proposals (RFP's) and Request for Information (RFI's)
- Cost analysis of proposals
- Proposal fact finding -Proposal negotiations, including cost and terms and conditions
- Coordinate "Source Selection" process
- Ensure GDLS compliance with applicable procurement laws and regulations
Position Requirements:
- Bachelors degree required with 6-9 years of applicable experience. Fewer years will be required with an advanced degree.
- Ability to use Material Requirements Planning (MRP) System and Oracle (or equivalent) desirable
- Able to learn the Federal Acquisition Regulations, DFARS Defense Acquisition Regulation Supplement and the Uniform Commercial Code (UCC) as well as international supplements such as the International Traffic and Arms Regulations (ITAR), EARS Export Administration Regulations
- Strong communication (oral and written) and problem solving skills
- Ability to deal with all levels of management, both internal and external - Understanding of procurement processes and multi-tasking abilities
- High standard of business ethics and practices
- Domestic travel - international travel possible
- Must be able to obtain security clearance
- Strong ability to multi-task
- Desire to expand to increasing levels of procurement authority
- Strong working knowledge of Microsoft Word, Excel & the internet business applications are desired but are not mandated.
