Department Summary
Project Management is an organization within the Energy Delivery business segment and is responsible for planning, execution and delivery of Electric and Gas projects in Generation, Transmission and Distribution. The Project Controls Team supports Project Managers through estimating, cost controls, and scheduling.
Job Description/Responsibilities
Responsible for estimating and overseeing estimating for extensive complex projects, critical projects and key contracts. Relies on extensive experience and judgement to develop estimates utilazing drawings, maps, historical projects and unit pricing. Provides support during contract bid process and during project changes.
Key Responsibilities include:
•Develop estimates utilizing industry standard practices.
•Determine estimate scope details through proposal specifications reviews, drawings, attending pre-bid meetings and project team meetings
•Provide conceptual, budgetary and definitive estimates for complex projects and collaborate with other key areas such as Contract department to provide estimating expertise on bids.
•Insure all working templates are updated regularly and database and estimates are maintained.
•Review and incorporate historical data from prior projects purchase orders, subcontracts, field reports, and drawings into 3 levels of project estimating.

Requirements/Qualifications
•4+ years of Demonstrated experience in similar facility construction estimating and related functions, knowledge of impacts on estimating and estimating strategies and techniques.
•B.S. degree in Engineering, construction management, business, or equivalent
The following skills and experience will set you apart from others:
•Certification as a Certified Cost Consultant, Certified professional estimator , or PMP
•Estimating Software experience: WinEst, Timberline Etc.
•Experience Estimating Fossil Generation, Hydro Generation, Wind or Solar large scale projects.
•Experience in SAP, BI, Expert in Excel, Microsoft office
•Gas and/or Electric industry experience
•Must have proven interpersonal skills and the ability to work independently and as part of a team
Essential Functions
Planning, scheduling, cost engineering and estimating support of one or more projects that varies in size and complexity. Duties and reporting relationships will fluctuate between projects. Individual possesses the skills to lead, problem solve, and work well in a team environment. Individuals should exemplify safe work practices and follow the Company's compliance standards. Lead and/or assist with project estimate and financial justification; develop annual and project level budgets; plan and support the contracting strategies and payment; plan the project and develop the project schedule in a coordinated manner and integrate the activities of various work groups; coordinate and direct cost engineering activities and identify project related risks in support of contingency management. Provide project controls support services with accuracy, integrating all applicable governmental laws, Company policies, industry standards and department processes/procedures and ensuring contractor compliance so that projects complete safely, meeting quality expectations and business case deliverables. Computer based systems will be used to assist project estimating, cost monitoring, risk assessment, planning and scheduling work, maintain progress, report and archive. Understand technical specifications and other design documents and related material and utilize the information appropriately. Utilize effective oral and written communication skills to provide technical expertise to coworkers, clients, customers, government entities and the public. Public involvement may include producing reports, graphics, presentations, and other visual material as well as occasional speaking or meeting with stakeholders.
