Department Summary
The Environmental Services (ES) Department provides compliance program management, subject matter expertise and field personnel to support to a broad spectrum of environmental requirements applicable to CMS Energy's gas and electric operations.Department personnel support operational compliance with federal, state and local environmental requirements as well as develop regulatory compliance strategy and programs, perform remediation, and develop environmental sustainability strategies and programs.
Job Description/Responsibilities
The CMS Environmental Compliance Engineer provides compliance oversight for CMS Enterprises' electric and gas facilities that include but are not limited to: gas cogeneration, gas combustion turbine, biomass, coal and renewable generation facilities. The position requires environmental compliance knowledge in a variety of areas and media with a strong experience in air, water, land, and waste quality compliance and reporting. The successful candidate will need to quickly develop site-specific knowledge of permit operational limits, reporting requirements and applicable regulations pertaining to CMS Enterprises' facilities.
Specific responsibilities of the CMS Enterprises Environmental Compliance Engineer are expected to include the following:
•Provide environmental technical expertise, educate, direct and support initiatives, regulations, and programs;
•Understand and work with operational staff to address potential environmental hazards and risks;
•Provide support and regulatory oversight to ensure compliance with permitting processes for air, land, water and waste Renewable Operating Permits (ROPs), NPDES Permits, and other permits or agreements and associated reporting requirements;
•Develop, implement and administer formal assessment program for each facility to assess compliance and risks;
•Participate and/or oversee environmental site inspections and assessments at each location periodically throughout the year;
•Provide timely escalation of compliance issues/concerns/risks through the appropriate chain of command;
•Secure and oversee consultants as needed to support environmental compliance and associated reporting and permitting requirements;
•Coordinate with other Environmental Services staff and Subject Matter Experts (SMEs) to address emergent issues with the potential to affect environmental safety and compliance;
•Support and respond to regulatory agency (e.g., MDEQ or EPA) visits, inspections and inquiries and to resolve potential violations;,
•Communicate regularly with business partners through a variety of mechanisms including, staff project , and cross-functional team meetings;
•Provide environmental coordination and/or reviews for significant modifications and new projects, as needed,
•Coordinate and/or assist with maintaining compliance with site-specific plans and plan revisions, to include but not limited to SPCC/Spill Plans, Storm Water Pollutions Prevention Plans;
•Coordinate compliance with SARA Title III reporting through inventories and annual agency reporting;
•Create and maintain program management systems to ensure environmental certifications and accreditation are developed and continually improved;
•Conduct, facilitate and track various training in support of Company environmental programs and initiatives;
•Assist with investigations, site assessments due diligence and risk evaluations for existing and new businesses; and
•Lead and/or assist with investigation of environmental incidents (and near misses); ensure proper follow up to minimize future exposure at all sites; maintain records/ documentation of issue resolution.
This position requires broad technical knowledge of a wide variety of environmental regulations as well as the ability to work successively with plant operational staff and management teams at all levels. Travel requirements are typically 20% within the state of Michigan with some out of state travel as necessary.
