Position Description:
Licensing Officer (GDLS):
* Ensure compliance to applicable import/export and domestic trade laws and regulations, including, but not limited to:
o Arms Export Control Act and the International Traffic in Arms Regulations
o Export Administration Act and the Export Administration Regulations
o Gun Control Act, National Firearms Act, Organized Crime Control Act and the implementing regulations of the US Department of Justice, Bureau of Alcohol, Tobacco, Firearms and Explosives
o National Security Act, National Industrial Security Program Operating Manual (NISPOM) and the implementing regulations of the US Department of Defense, Defense Security Service
* Implement licensing specific policy/requirements by the organization (arrangements, procedures, systems, etc.)
o Interpret and explain compliance/licensing requirements and regulations, and assist in resolving issues
o Provide guidance and clarifications and suggest alternative courses of action
* Develop and implement import/export authorization strategies
* Prepare and submit authorizations requests in accordance with regulatory requirements and business objectives, including the preparation of general correspondences (retransfer requests, advisory opinions, proviso reconsiderations, etc.)
* Oversee the development and processing of import/export authorizations by the Licensing team
o Review of applications to ensure they meet business objectives and the evolving requirements published in the Federal Register and/or US Department of State Agreements Guidelines
* Lead and execute key projects related to Trade Compliance, to include amending authorizations pursuant to Export Control Reform
* Fulfill the role of Empowered Official for GDLS
Position Requirements:
* Must be a U.S. Citizen and able to travel internationally if required.
* Expert knowledge of the International Traffic in Arms Regulations(ITAR), Export Administration Regulations (EAR), and the Bureau of Alcohol, Tobacco, Firearms and Explosive Regulations (BATFE). Working knowledge of other laws and regulations governing international trade is desired.
* Candidates should possess at a minimum a Bachelor's Degree in a relevant discipline. In addition, candidates should possess 5 to 7 years of solid and/or comprehensive experience in the areas of ITAR, EAR, BATFE or an equivalent combination of experience and a graduate degree may be considered with less overall years of experience.
* Must be able to effectively communicate with individuals at various levels throughout the organization both written and verbally.
* Proficient computer skills including all MS applications.
* Must be a self-starter capable of working independently as well as in a team environment.
* Must be able to multi-task and plan, prioritize, organize and control heavy workloads in a fast paced environment.
* Strong inter-personal and problem solving skills a necessity.
