General Summary
The Technical Records Specialist (TRS) will implement the Company's new Gas Technical Information Excellence (GTIE) program across all functional gas groups (Engineering, Operations, Deliverability, Geospatial Information System (GIS), Records, and other supporting departments) and collaborate with all levels of employees, including managers and executive directors, to promote the program principles and to provide training to ensure effective and appropriate management of Gas Technical Records. The (TRS) will be responsible for creating and developing new process governance for the capture, organization, categorization and controlled management of all company gas technical records from their creation to final disposition in accordance with all applicable regulatory, legal, and business requirements. The TRS, via auditing, staff interviews and system oversight, will also ensure adherence and implementation of any improvements to existing processes. Ownership, management and execution of complex problem solving initiatives will be the responsibility of the TRS using CE Way principles and industry knowledge, as deficiencies are made known. The TRS will be critical to the development, implementation and sustainment of all related systems and Gas Technical Record improvement projects in flight such as ProjectWise (Engineering Content Management software) and associated initiatives like Corporate Information Governance.
Duties and Responsibilities
•Working with cross-functional teams, develop and document processes and procedures that accurately identifies all touchpoints, (e.g. creation, distribution, completion, quality review and archiving) for Gas Technical records associated to CE's Gas Assets.
•Assess and audit projects for records accuracy and completeness as required by Gas Utility Industry Federal and State regulations and CE Standards, and when necessary lead, facilitate and/or participate in problem solving efforts and associated corrective measures.
•Evaluate, prioritize and execute document discovery requests to query, process, analyze and organize physical and electronic technical documents and records for legal, regulatory, and business needs, including incident response and operational requirements.
•Direct Project personnel (Engineers, Project Managers, Construction Managers and Field Leaders) on record requirements and their creation, completion and storage on major construction and maintenance projects working towards standardization for all level of projects.
•Develop and deliver technical records and information management training across key stakeholder groups (Gas Engineering, Project Management, Construction Management and Operations).
Required Qualifications
•At least 1 year of applicable experience and a Bachelor's degree in an applicable field.
•Less than a Bachelor's degree may be acceptable if accompanied by extensive Company or industry experience in positions that demonstrate required abilities and performance.
The following skills may set you apart from others:
•Bachelor's degree preferred in a technical discipline (Civil, Mechanical, GIS, Surveying), or business administration program with a focus on Records and Information Management (Library and Archival sciences, management of information systems, media technology management)
•Experience in policy and procedure development and maintenance. Records and information management policy and procedure development preferred.
•Experience using content management systems, databases, and applications.
•Ability to work in cross functional teams.
•Exhibits strong communication, facilitation and leadership skills.
