Indirect Procurement Buyer

Responsibilities:
- Manages all affairs between company and suppliers/subcontractors for various types of subcontracts/Purchase Orders (POs), including both fixed price and cost reimbursement.
- Manages all affairs relative to the position of Indirect Procurement Buyer
- Analyzes Oracle system material needs
- Solicits and prepares Requests for Quotes (RFQs), Requests for Proposals (RFPs), and Requests for Information (RFIs)
- Conducts price analysis of quotes, cost analysis of proposals, and proposal fact finding
- Negotiates proposals, including cost and terms and conditions
- Prepares, places, and monitors POs to assure subcontractor compliance
- Administers subcontracts/purchase orders, controls costs, and assures on-time delivery to support program requirements
- Buys, including analysis of Material Requirements Planning (MRP) needs.
- Liaise between the suppliers and company functional departments and program offices
- Manage Quality, Design, Payment issues with subcontractors
- Coordinate the "Source Selection" process
- Ensure company compliance with applicable procurement laws and regulations
- Administer purchase orders via communication & onsite program reviews.
- Review and access all planning to assure subcontracts/purchase orders are placed within Vendor lead-time
- Other duties as assigned
Qualifications:
- Able to use Oracle system & associated computer systems.
- Able to support occasional domestic, and possible International, travel.
- Strong communication (oral & written) and problem-solving skills.
- Strong problem solving and program management skills.
- Able to negotiate.
- Able to deal with all levels of management, both internal and external.
- Strong working knowledge of Microsoft Word, Excel & Internet business applications preferred.
- Strong understanding of procurement processes, systems and MRP.
- Able to multi-task.
- Able to obtain a US security clearance.

Education and Experience:
Bachelor’s degree in Accounting, Banking/Finance, Business, Economics, Engineering, Law, Liberal Arts, Management, Marketing, or Supply Chain.
2-5 years’ experience preferred.
