DESCRIPTION:
Under the supervision of the County Clerk, prepares the bi-weekly payroll, and reporting for the quarterly and annual tax information, submitting same to the proper governing authorities. Counsels employees and has knowledge in fringe benefit eligibility, retirement information and county policies and procedures. Coordinates Worker's Compensation Claims, Family Medical Leave Act (FMLA), and Short & Long Term Disability paperwork. Participates in the various activities of the Clerk's office and responds to procedural inquiries regarding vital records, court records, accounting, elections and other functions of the office.
QUALIFICATIONS:
- Associates Degree and / or two to three years Accounting/Payroll/Human Resources specialized training. Three to Five years of related experience.
- Must have knowledge of what information needs to remain confidential pertinent to the job.
- Must demonstrate good communication/people skills, critical in working with new employees entering the county work force and helping existing employees with personal needs in the work place.
- Ability to use word processing, spreadsheets, office equipment and several software applications.
- Ability to interpret and translate facts and information, explain issues and advise on appropriate courses of action on a periodic basis.
- Skill in assembling and analyzing data, preparing comprehensive and accurate reports and formulating policy and service recommendations
- Skill in effectively communicating ideas and concepts orally and in writing, and making presentations in public forums.
- Ability to establish effective working relationships and use good judgment, initiative and resourcefulness when dealing with County employees, contractors to the County, representatives of other governmental units, professional contacts, elected officials and the public
- Ability to assess situations, solve problems, work effectively under stress, within deadlines, and in emergency situations
- Skill in the use of office equipment and technology, including Microsoft Suite applications, and the ability to master Care Advantage Program and new technologies
- Ability to attend meetings scheduled at times other than normal business hours
- Knowledge of the principles and practices of providing payroll and human resources information and services.
- Knowledge of maintenance techniques associated with providing payroll and human resources information and services.
